This is a heavy-duty jib boom crane attachment.
I am not 100% sure but it could be for Grove RT-60S crane.
The wire ropes look suspicious and may need to be replaced.
Based on the casting, the model appears to be DB-7B . The boom has an approximate overall length of 21 feet (252 inches). It features a sheave/pulley at the tip and comes with the steel cable shown.
